Practical implications
  • For the purposes of the order, the new terms mean the technologies and systems covered by the existing statutory definition of artificial intelligence in 15 U.S.C. § 9401(3). The order itself ties the new terms to that definition.
  • The order does not require altering previously issued regulations, Presidential actions, contracts, grants, or other historical documents (section 2(b)).
  • Within 60 days of the order, the Assistant to the President for Science and Technology must submit proposed legislative language to establish a Federal definition of the terms (section 3(b)). That is a proposal to the President, not an enacted definition.
  • The order states it creates no enforceable rights or benefits (section 4(c)). Its directions address the executive branch.
  • Our reading: the order renames a term for federal use and does not, by itself, set a new technical standard or change what any product can do.
